Definition
Advertising technology, or AdTech, is the collection of software systems used to buy, sell, deliver, verify, and measure paid digital advertising. The category covers the buy side (demand-side platforms, ad servers, verification vendors), the sell side (supply-side platforms, publisher ad servers, exchanges), and the identity and measurement layers that connect them. AdTech is defined by paid media and third-party inventory. That’s the line that separates it from marketing technology, which operates on owned channels and first-party customer records.

Why it matters for marketing
Most digital ad dollars now move through AdTech rather than around it. The IAB/PwC Internet Advertising Revenue Report put U.S. digital advertising at $294.6 billion for full-year 2025, up 13.9% over 2024, with programmatic accounting for $162.4 billion of that — a 20.5% jump year over year. Commerce media reached $63.4 billion. So the question for a CMO isn’t whether the organization touches AdTech. It’s how much of the budget survives the trip.
That second question has a documented answer, and it isn’t flattering. The Association of National Advertisers’ 2023 Programmatic Media Supply Chain Transparency Study examined log-level data from 21 major advertisers and found that roughly 36 cents of every dollar entering a DSP reached the consumer as a viewable, measurable, non-fraudulent, non-MFA impression. Transaction costs took about 29%. Poor media quality ate most of the rest. The average campaign in that study ran across 44,000 domains — a number that would be a typo in almost any other context.
Understanding the plumbing is therefore a budget decision, not a technical curiosity. It determines who gets paid, what gets counted, and which ROAS figures can be trusted.
How it works
A single programmatic impression touches five or six systems in roughly 100 milliseconds. The sequence is standardized, mostly by IAB Tech Lab specifications.
- A user loads a page or opens a CTV app. The publisher’s ad server identifies an available slot.
- The slot is offered to a supply-side platform, which packages it as an OpenRTB bid request — page context, device signals, available identifiers, floor price.
- The request reaches one or more exchanges and fans out to DSPs.
- Each DSP evaluates the request against active campaigns, applies targeting and frequency rules, and returns a bid.
- The auction resolves. The winning creative is served, and a VAST or display tag fires impression and viewability beacons.
- Verification and measurement vendors log what happened. Attribution systems reconcile it later.

The standards underneath
OpenRTB defines the bid request and response objects. Version 2.6 added ad pods for CTV and a structured user-agent object, and the 2.x line still receives regular non-breaking updates. VAST structures how video ads reach players. On the supply-chain side, ads.txt and app-ads.txt let a publisher declare which sellers are authorized to resell its inventory, and sellers.json plus the SupplyChain Object let a buyer trace a bid request back through every intermediary. Those three files exist because counterfeit inventory was, for a while, trivially easy to sell.
How the economics are calculated
There’s no single “AdTech metric,” but two calculations govern whether a programmatic buy is working.
Working media ratio (the ANA calls its version TrueAdSpend):
Working Media Ratio = Qualified Impressions Delivered Value ÷ Total Budget Entering the DSP
Where a qualified impression is fraud-free, measurable, viewable, and not served on a made-for-advertising site.
Effective working CPM:
Effective Working CPM = Paid CPM ÷ Working Media Ratio
At a $10 paid CPM and a 36% working ratio, the real cost of a quality impression is $27.78. That’s the number worth putting in a board deck.
The ANA’s Programmatic Transparency Benchmark has since become a quarterly read on this figure. It reported a market-level TrueAdSpend Index of 43.3% in Q1 2026, recovering after volatility in late 2025, with the recovery driven mostly by viewability improvements rather than lower fees. MFA exposure ticked up to 1.1% in that quarter after sitting between 0.4% and 0.6% through 2025 — and the ANA flagged AI-generated filler content as an emerging subtype.
How to utilize AdTech
Open-web display and video. The classic use case. A DSP buys across thousands of publishers, deduplicating frequency and optimizing toward a conversion or viewability goal.
Connected TV and streaming. CTV has become the fastest-moving programmatic channel. Ad pods, frequency capping across apps, and household-level identity are the hard parts.
Retail and commerce media. Retail media networks and commerce media networks run AdTech on top of first-party purchase data, usually inside a closed environment.
Curated and private supply. Private marketplaces now carry the large majority of programmatic spend — the ANA put PMP share near 88% in Q2 2025 — as buyers trade reach for control.
Out-of-home and audio. DOOH screens and streaming audio transact through the same OpenRTB rails, with different creative constraints.
Search and social. PPC and social buying are technically AdTech but run inside walled gardens, where the platform owns the auction, the identity graph, and the reporting.

The two categories have been converging for years, mostly because first-party data became the scarce asset. A CDP feeding audiences into a DSP is now a routine architecture, and data clean rooms exist specifically to make that handoff legal.
Best practices
Get log-level data, or accept that you’re flying blind. In the ANA’s 2023 study, only 21 of 67 volunteering advertisers could actually obtain impression-level logs. Contractual access to LLD from the DSP and the SSPs is the single highest-leverage ask in a media agreement.
Shrink the seller pool deliberately. The ANA’s guidance is a curated set of roughly 75 to 100 trusted sellers rather than tens of thousands of domains. Supply-path optimization is the discipline for doing this.
Use inclusion lists, not exclusion lists. Blocklists are always behind. A list of sites you affirmatively want is finite and auditable.
Verify the supply chain mechanically. Check ads.txt, app-ads.txt, sellers.json, and SupplyChain Object completeness as a precondition for spend. Not as a quarterly audit.
Know whether your agency is acting as agent or principal. In a principal-based buying arrangement the agency isn’t obligated to act in your interest or disclose its margin unless the contract says so. Read the contract.
Separate the buying platform from the grading platform. Any vendor that both sells the media and scores it has an obvious conflict. Independent verification and holdout-based incrementality testing keep the numbers honest.
Set viewability and fraud thresholds contractually, not aspirationally. MRC-accredited measurement, stated minimums, and make-good terms.
Future trends
Identity is now a permanent patchwork. Google’s April 2025 decision to keep third-party cookies in Chrome — no deprecation, no new consent prompt — was followed in October 2025 by the retirement of roughly ten Privacy Sandbox APIs including Topics, Protected Audience, and Attribution Reporting, with Chrome removals rolling through Chrome 144 in January 2026 and Chrome 150 in July 2026. Google cited low adoption. The practical result is that third-party cookies survive in Chrome while Safari, Firefox, and Brave keep blocking them, leaving a persistent cookieless slice of traffic somewhere in the high teens as a share of global sessions. Nobody gets to plan for one identity future.
Regulators may redraw the sell side. The European Commission fined Google €2.95 billion in September 2025 (Case AT.40670) for self-preferencing across publisher ad servers and programmatic buying tools, and ordered the company to address structural conflicts of interest; Google is appealing. In the U.S., Judge Leonie Brinkema ruled in April 2025 that Google unlawfully monopolized the publisher ad server and ad exchange markets, and the DOJ has asked for divestiture of AdX with DFP as a fallback. Closing arguments in the remedies phase were heard in November 2025. As of this writing the remedies order has not issued, and Brinkema signaled skepticism about the timing of a forced sale. Whatever lands will be appealed for years.
Agentic buying is arriving on the existing rails. AdCP and the IAB Tech Lab agentic advertising standards describe how AI agents plan, negotiate, and place buys. The bids they generate still settle into OpenRTB objects. Treat agentic workflows as a planning layer on top of the transaction layer, not a replacement for it.
Curation is becoming its own product category. SSPs and independent curators now assemble audience-plus-inventory packages and sell them as deal IDs. It’s a real efficiency gain for buyers and a new fee layer at the same time.
AI slop becomes the next inventory quality problem. MFA sites were the 2023 version. Generatively produced filler content is the 2026 version, and the ANA has already started tracking it as an MFA subtype.
Clean rooms and modeled measurement carry more weight. With deterministic cross-site identity degrading, media mix modeling and geo-based incrementality testing are moving back from the research shelf to the weekly reporting cadence.
FAQs
What’s the difference between AdTech and MarTech? AdTech operates on paid media and third-party inventory. MarTech operates on owned channels and first-party customer data. A DSP is AdTech; a CDP is MarTech. The two increasingly share data, but the buying models, budgets, and internal owners are usually different.
Is programmatic advertising the same thing as AdTech? No. Programmatic is a buying method — automated, auction-based transactions. AdTech is the broader set of systems, which also includes direct-sold ad serving, creative management, verification, and measurement.
What does a DSP actually do? It receives bid requests from exchanges, evaluates each one against your active campaigns and targeting rules, decides whether to bid and how much, and returns a response — all inside the time it takes a page to render. It also handles pacing, frequency capping, and reporting.
What is the “ad tech tax”? An informal term for the share of an advertiser’s budget consumed by intermediaries before it reaches a publisher. The ANA measured transaction costs at roughly 29% of programmatic spend in its 2023 study, with a further chunk lost to non-viewable, fraudulent, or MFA impressions.
Are third-party cookies going away? Not in Chrome. Google abandoned deprecation in April 2025 and retired most of the Privacy Sandbox replacement APIs in October 2025. Safari, Firefox, and Brave still block them by default, so a meaningful share of traffic has been cookieless for years regardless.
What are ads.txt and sellers.json for? Ads.txt lets a publisher publish a machine-readable list of the companies authorized to sell its inventory. Sellers.json does the reverse — it lets an intermediary publish who it represents. Together with the SupplyChain Object, they let a buyer trace a bid request back to its origin and spot spoofed inventory.
What is a made-for-advertising (MFA) site? A site built primarily to arbitrage cheap traffic against ad revenue, usually with heavy ad density and thin content. MFA accounted for around 21% of impressions in the ANA’s 2023 study. Sustained buyer pressure pushed exposure below 1% in the ANA’s 2025 benchmark quarters before a slight uptick to 1.1% in Q1 2026.
Do walled gardens count as AdTech? Functionally yes, structurally no. Google, Meta, Amazon, and the large retail media networks run auctions, identity graphs, and measurement internally. Buyers use the platform’s own interface rather than an independent DSP, and reporting comes from the seller. That’s the trade.
How much of the digital ad market is programmatic? Programmatic reached $162.4 billion in U.S. revenue for full-year 2025 against a total digital ad market of $294.6 billion, per IAB and PwC — a bit over half, growing faster than the market overall.
What should a marketer new to AdTech audit first? Three things: whether you can get log-level data from your DSP and SSPs, how many domains your campaigns actually run on, and whether your agency contract makes it act as your agent or as a principal buying and reselling media.
